I think it would be useful to factor a road's posted Speed Limit into the complexity score.
Also, did you mean to say 225 meters for the distance of an early commit? That seems like an awfully long distance.
A condition might be mentioned for turn lanes which tend to stack up a long distance before the turn, regardless of pocket, or commit, length.
