I think it would be useful to factor a road's posted Speed Limit into the complexity score.
Also, did you mean to say 225 meters for the distance of an early commit? That seems like an awfully long distance. (Equates to a little over 14 seconds, at 35 mph).
A condition might be mentioned for turn lanes which tend to stack up a long distance before the turn, regardless of pocket, or commit, length.
