Anyone can request to merge cities! You can do it via this form.
For other actions regarding cities:
- Editors can create new cities depending on country configuration (can vary by level).
- L4 Editors can rename cities.
- Editors cannot delete a city or merge 2 cities.
Please bare in mind only specific Champs can approve city merge requests.
