Please follow these guidelines on all accounts, as otherwise your work needs to be corrected again and will create doublework. Don't use CAPITAL LETTER ONLY, besides being regarded as rude this is also not in line with GPS tools naming conventions and Google Maps.
Each road has its function according to its role either in the National Network, Regional Network, State Network or City/Town Network. The most basic function of a road is transportation. This can be further divided into two sub-functions; namely mobility and accessibility. However, these two sub functions are in trade-off. To enhance one, the other must be limited. In rural areas, roads are divided into five categories, namely, Expressway, Highway, Primary Road, Secondary Road and Minor Road and in urban areas, roads are divided into four categories, namely, Expressway, Arterial, Collector and Local Street. They are in ascending order of accessibility and thus in descending order of mobility.


Please do use the these name only, no other than these official names. If you have other names (eg known only known to locals) use the alternative names field in Waze edit. If you are not sure about changing the name of a road, it is best to ask in the Waze forum or here in the Facebook group.

The unpaved attribute affects routing over driveable road types; it does not really affect non-driveable road types, since the client does not use them for routing.  Based on user preference, destination, and other settings options, the Waze client may avoid routing them over otherwise driveable segments when the 'unpaved' attribute is checked.

Arterials are primary and secondary routes for traveling between cities over moderately long distances. Primary and secondary roads are classified in Waze as Minor Highways.
Each of the thirteen states has a numbered State Roads systems. Roads in these systems are designated and selected by their respective State Departments of Works as part of statewide networks of important travel links between cities and communities of those states. These roads, while of lesser national importance, are nevertheless essential for travel within the state.

When traffic moves between two roads or highways that are at different grades without the use of traffic lights or stop signs, they use ramps. The typical example is the on-ramps or off-ramps of a highway. Roads connecting a highway with a rest/service/parking area should be treated as ramps as well and named accordingly (e.g. "Exit to Service Area").

When traffic moves between two roads that are at the same grade, these connecting segments are not technically ramps to Waze. These cases should be treated as At-Grade Connectors. Access roads to highways at the same grade are service roads (see below)
The {{Off-road}} (formerly Dirt Road / 4x4 and Unpaved) segment type had the unique property that Waze users could ask not to be routed over it. That function has now shifted to the Unpaved attribute check box (see above).


Only exception from the above rule of Same-Grade-Connector should be a ramp if it's a signed, numbered exit of a highway (like Exit 116 Rawang on E1 North-South Expressway (NSE Northern Route).
{{Off-road}} roads are typically deeply rutted with thick mud, irregularly shaped rocks, fallen trees, branches, and deep streams, creeks, or river crossings.  A typical car would bottom out, get stuck, or even break an axle trying to traverse these types of road segments. The vast majority of vehicles would not be traveling down these roads. This segment type should strictly be used by a type of hard terrain/special vehicle.

They have an extremely high penalty associated with them and will not be suggested in any routes in almost all circumstances.

These are streets that are typically adjacent to a freeway (or major highway). Also called Frontage roads in some states. These could be access roads to the highway itself, but have the property of a regular or primary street.

The following roads are to be classified, at minimum, as  Major Highway :

  • Roads classified in JKR Federal Roads as Tolled Highways (E#, E##) which do not meet the criteria for Freeway.
    • This includes partially-controlled-access highways (or "expressways"). These are roads that have a lot of the characteristics of freeways, but also have occasional at-grade intersections with other roads.
    • Note: Every partially-controlled-access Tolled Highways is a Major Highway; this does not mean that every Major Highway must be partially-controlled-access.
  • Roads classified in JKR Federal Roads as Major Federal Roads which serve as interstate route and complements the freeways net or link up directly or indirectly to the points of entry/exit to the country.
    • This does not include Major Federal Roads in Penang (Georgetown), Langkawi and Labuan.

Minor Highway            link to this section

Arterials are primary and secondary routes for traveling between cities over moderately long distances. Primary and secondary roads are classified in Waze as Minor Highways. Each of the thirteen states has a numbered State Roads systems. Roads in these systems are designated and selected by their respective State Departments of Works as part of statewide networks of important travel links between cities and communities of those states. These roads, while of lesser national importance, are nevertheless essential for travel within the state.

The following roads are to be classified, at minimum, as  Minor Highway :

  • Roads classified in JKR Federal Roads as Major Federal Roads which do not meet the criteria for Major Highway.
    • This includes all Major Federal Roads in Penang (Georgetown), Langkawi and Labuan.
  • Roads classified in JKR Federal Roads as Industrial Federal Roads when they are used to connect Major Federal Roads or State Roads with other Major Federal Roads and/or State Roads.
  • Roads classified as Major State Roads when they are used to connect Major Federal Roads or State Roads with other Major Federal Roads and/or State Roads.
    • This does not include unpaved State Roads


Ramps            link to this section

The following are to be classified as  Ramp :

  • Roads which connect roadways to other roadways as part of an interchange. This includes all freeway exits and entrances.
  • Roads connecting freeways and highways with Rest areas & parking areas (e.g., "to R&R xxx").


The following are not to be classified as Ramp:

  • At-grade connectors, unless they are signed, numbered exits
  • Turn lanes.

Ramp names do not appear on the client application map, but do appear in the text for routing directions. Entrance and exit ramps often contain a lot of text which is duplicative of roads already in the area, so this text is suppressed until the user actually needs it — the text is needed for effective navigation instructions but would needlessly clutter the map.


Primary Street            link to this section

Collectors are roads used with medium-low traffic densities which are used to bring traffic from local streets to arterials and vice versa. Collectors are classified in Waze as Primary Streets.

The following roads are to be classified, at minimum, as  Primary Street :

  • Roads classified in Arahan Teknik (Jalan) 8/86 Road Classification as Collectors and paved with a hard surface.

Any road for public travel which does not meet the criteria for any other type shall be classified as a  Street .

Other Drivable Roads

Off-road / Not maintained Road            link to this section

The  Off-road / Not maintained  (formerly Dirt Road / 4x4 and Unpaved) segment type had the unique property that Waze users could ask not to be routed over it. That function has now shifted to the Unpaved attribute check box (see above).

 Off-road / Not maintained  roads are typically deeply rutted with thick mud, irregularly shaped rocks, fallen trees, branches, and deep streams, creeks, or river crossings. A typical car would bottom out, get stuck, or even break an axle trying to traverse these types of road segments. The vast majority of vehicles would not be traveling down these roads. This segment type should strictly be used by a type of hard terrain/special vehicle.

Currently, Waze does not plan to support a 4X4 vehicle type in the client app, but the developers have left this option for editors to map these paths, so they can be displayed on the map. They have an extremely high penalty associated with them and will not be suggested in any routes in almost all circumstances.

Parking Lot Road            link to this section

Parking lots, along with other publicly accessible roads such as alleys that should not be used for traffic routing unless directly at the start or end point of a route.  Parking Lot Road 

  • Do not map the rows within parking lots because it clutters the map. See this additional page for more details on how to map parking lots.
  • Use Parking Lot Road type for all necessary segments in the Parking Lot.
  • Parking Lot Road type should be used inside Apartment Complexes, Schools, and Universities unless it meets the criteria for Private Road found in the next section below.
  • Parking Lot Roads have a transition penalty when exiting the Parking Lot road segment. This should prevent Waze from routing you through a Parking Lot or an alley as a shortcut.
  • Parking Lot Roads can be used to prevent Waze from assuming drivers driving slowly or parked in the parking lot are in a traffic jam on the main road -- draw in the drivable portions of the parking lot that are near outside roadways.
  • Waze will not highlight slow speeds (automatically detected traffic jams) on Parking Lot Roads


Private Road            link to this section

 Private Road  are useful for the following situations:

  • Gated communities with controlled access
  • Schools, Universities, Police stations, Military Camps etc.. (gates / guard)
  • Businesses with controlled access (gates / guard)

The Ferry road type should only be used where a road crosses a body of water through the use of an automotive ferry. The Ferry Road type is useful because it causes the Waze App to display a "ferry" symbol for routes that include a  • • • • Ferry • • • •   segment.

Ferries that meet any of these conditions should generally not be mapped:

  • Passenger ferries without vehicles
  • Private ferries unavailable to the general public


The Ferry road type is treated by the Routing server as a  Minor Highway .The speed for the ferry road type is fixed at a very slow speed typical of watercraft, and not estimated from user speeds.
