Reminder. I have seen many PLAs marked as Public when they should be Restricted.

Basic breakdown is:
Public - Publicly owned lot for anyone to park at, parking lot businesses (usually downtown), university campus with multiple student, visitor, or faculty parking lots, or a `large` shopping center/malls that contains multiple patron-only parking lots (where being able to get the option to park at specific location is a benefit)
Restricted - Lots that are restricted for customers only - Smaller strip centers, single business lots (McD, Walmart, HEB, hotels) Private - employee/residence only type lots
In short, most lots should be restricted (except in the downtown areas of large cities where paid parking lots are usually available)
