USA Emergency Procedure Resources

This page is being created currently for the SE and SAT regions with guidance and support from several different editors.

  • Working on a lessons learned Wiki page from the recent SC/TX FLOOD events in 2015.


  • In the event of a major catastrophe like the SC flood of Oct 2015 it is best to close roads for several days/weeks past the time the reporting agency thinks the road might be able to be reopen. It is difficult for the reporting agency to know how long a road will need to be closed when the event is still occurring. It is easier to remove a closure once than to keep extending it several times a day/week. In the case of SC we worked over 1,000 different road closures.


  • Be mindful of your end time on closures. Do you really want your closures ending at midnight? What about 8am when most people are still dealing with morning routines. Having them end at 5pm is not any better for the same reason.


  • When closing a segment it is helpful to list the between roads in case more closures are needed on the same road name in a different location(s). Saying Main St is closed it not much help if you have three different parts of Main St to close in the same city/county. Saying Main St is closed between 1st St and 5th St as an example lets other verify if anything needs to be done with the other reported closures.


  • We need to close all of the segments that are reported by the source agency not just the segment we think needs closing. There might be barricades in place for all of the reported segments even though a small portion of the road might be affected. The source agency needs to trust that we are going to close whatever segments they say are closed


  • For local only closures the suggestion is to keep the segment closed but can be overridden by CM/RC or SM as needed.


Zoom levels
  • When creating a PL for a closure please be sure you are zoomed in to at least Level 4 [100 M | 500 Ft]

  • Slack users that are helping with the closures should setup a keyword of closure for being pinged when attention is needed. Example :closure:


  • Do not do anything that will change the segment id. If it changes you will need to wait for a tile update before you can add a closure to the segment.
  • long segments beginning and ending segments one doing the closure will fill in the between segments.

  • To change the view and only see a certain condition Click on (Data) then (Filter views) then choose the one you want from the choices on the far right. http://prntscr.com/8zi7mg

DATA FILTER VIEW FOR SPECIFIC STATE You will need to do the following steps
1) Data->Filter Views -> Closure By State (View)
2) click the wrench icon in Data Filter View
3) click Duplicate. This should make a copy of the Data View
4) Type in the name of the state (ie NC Closures) as name
5) Go to cell I3 and click the filter icon.
6) Select the state you want to filter. Deselect others as necessary.
7) This will now create the data filter view for that particular state.

SORTING Do so sparingly and probably with a warning to other editors. All you have to do to sort is click the Word Sort located at cell M1

ROW DELETION If for some reason an editor deletes out a row. Please click on the words ROW DELETION to rerun the DUP SCRIPT. It is located at the top of Column P

OPEN/CLOSED If a line has expired and is reopened please change to OPEN in column G

COLUMNS A-E are not editable as they are derived data. If the closure date/time needs extended please edit the date/time in Column T

US County Overlays

Important below you find find a county overlay script that will show the boundaries and place the county name in the upper left corner with the city/state. This is very important to use so that you can verify you are closing the correct road segment in the correct county. Some road names are used in more than one county.

Georgia/City Field

Use the following checklist step-by-step to determine whether the "City" field for a segment or place should contain a name or be marked as "None":

NOTE: Mailing addresses alone are not a determining factor for filling in the City field; city limits are. For example, everyone who lives in Leon County has a "Tallahassee, FL" mailing address, but not everyone in Leon County lives within the incorporated city limits of Tallahassee. Most unincorporated county areas should have the City field checked as "None", unless they meet one of the following exceptions.


STEP 1 - Incorporated Municipality. Is it on the list of GA Cities & Counties legally incorporated municipalities]? If NO, proceed to Step 2. If YES, check if your segment / place falls within the city limits by using Georgia Mapping Resources. If it is not within the city limits, make sure it's not in an adjacent city or eligible location specified below. If not, stop here, you're done.


STEP 2 - Large Census Designated Place. Is it on the list of large Census Designated Places? If NO, then proceed to Step 3. If YES, The geographic boundaries of many CDP's can be found on the US Census Bureau website; use these boundaries. See if the county PA / GIS website listed at Georgia Mapping Resources shows the boundaries. If you still can't find defined boundaries for the CDP, take a scroll through along a major roadway in street view to see where GDOT or the county may have placed signs indicating where the CDP begins and ends.


STEP 3 - County Property Appraiser. If you look up a parcel on the roadway in question using a Property Appraiser's website listed at Georgia Mapping Resources, does it list your target name as a valid address? If NO, proceed to Step 4. If YES, try to determine the boundaries for use of that City name by checking subsequent parcels in the area or checking county GIS sites listed at Georgia Mapping Resources.


STEP 4 - Indian Reservations / Government Installations. Is the segment / place located on an Indian Reservation or Government Installation? If NO, proceed to Step 5. If YES, listing the name of the reservation or installation in the City field may be appropriate. If you think YES, consult a State Manager or Regional Coordinator for more guidance.


STEP 5 - Other Place of Significance. There are many other Census Designated Places and points of interest throughout Florida, but many are small. Does your target location have a major cultural significance (e.g. tourist attraction, county seat, travel milestone (e.g. Yeehaw Junction))? If you think YES, consult a State Manager or Regional Coordinator for more guidance. If NO, then mark the City field as "None". Stop here, you're done. There are no more options.
