Non-drivable roads requested update based on forum article.

Always connect Walking trails and Pedestrian Boardwalks.
Pedestrian Boardwalks should always be connected via phantom nodes, so for them it is not necessary to split drivable segments on connection.
Walking trails should be connected via real junction nodes if the WT plays a role in getting to the destination.
