This is not true. While I use many scripts, I don't use any that perform edits. However, I frequently (not occasionally) hit thresholds when doing speed limits inside city limits, where a short distance can have many segments. Once I ran a mile or so of a city mH in Streetview, all of it at the same SL, updated the speed limit (it turned out to be 60 segments), and got throttled for several hours.

I've started using the TimerLS script to warn me when I'm approaching a throttling limit, which causes me to do less editing but generally prevents throttling.

But the edits I was doing were well-researched, quality edits, they were performed without scripts, and they resulted in throttling.
