Propose adding the following additional information to the HOV and the TBSR wazeopedia pages:
If a Toll free road segment has the option(s) for tolled vehicles to pay by plate or cash, then no Allowable restrictions need to be added. The default for no allowable restrictions is that all vehicles are allowed. Since all vehicles have a license plate or the option to pay by cash, then all vehicles are allowed to travel the road segment and pay the toll.
