To prevent loss of data due to automatic acceptance of submissions from "trusted users, all area places should be locked to Level 2 at minimum. Additionally, area places for Hospital/Medical Care, Fire Department and Police Station should be locked at Level 3 at minimum and preferably Level 4 in urban areas.
